The Standing Committee on Copyright and Related Rights (SCCR) was set up in the 1998-1999 biennium to examine substantive law topics in the field of copyright and related rights. The Committee includes all member states of WIPO and/or of the Berne Union; and, as observers, certain member states of the United Nations (UN) that are non-members of WIPO and/or the Berne Union, as well as many intergovernmental and non-governmental organizations. The Standing Committee makes recommendations to the WIPO General Assembly or a Diplomatic Conference. The World Intellectual Property Organization (WIPO) is the United Nations agency that serves the world’s innovators and creators, ensuring that their ideas travel safely to the market and improve lives everywhere.
PLRI is a registered observer of the SCCR.
In April 2025 at the WIPO SCCR 46, a revised document of the PLR Scoping Study was presented by Ms. Sabine Richly, together with additional revised Annexes (to be found here and here) on countries with developed system and countries with provisions for lending. PLR International welcomes the revised study, as it demonstrates the adaptability of Public Lending Right systems to diverse national cultural goals and economic contexts, as evidenced by the 35 systems currently in operation.
