Amendment to 1993 Copyright legislation implemented the Lending Right Directive. Further change to legislation in 2017 excludes public libraries from need to get exclusive licence to lend. Remuneration scheme to be set up. School and academic libraries exempted from PLR. Discussions between govt and rightsholders ongoing in Oct 2017.
